Heat pump to replace Economy 7?

Hi All
I am looking for some advice, if you can help.
My mother currently has Economy 7 storage heating in her home (she has under floor heating in the kitchen), which is both expensive and inefficient in heating her home and we are looking at an alternative heating system. There is no gas supply on the estate, so a boiler is completely out of the question.
Her home is a very small 2 bedroom property, with just the kitchen and lounge on the ground floor, with one double bedroom, one single bedroom and a bathroom upstairs.
The house is a terraced 'cluster house' with properties to the left, right and behind hers. She only has a front door with a small garden (no back garden).
We are looking at an electric heat pump for heating her home and I was wondering what the pros and cons of this are? Would this system be sufficient in heating her home in the winter months (the loft is well insulated)?
Any advice or help would be greatly appreciated.

1 - The house will need to be insulated to a very high level. Otherwise, it will fail to get upto a reliable temperature. Not just loft but walls, doors and windows.
2 - The electric use will quite possibly go up not down.
3 - Its not really a heat on/off type system. Gas, oil and electric pretty much gives you instant heat when turned on.
4 - Cost of installation will probably not be recovered.
