All would come up to the same safety standard. There are probably millions of homes that use both being all electric.
Night Storage Heaters work by drawing electricity over the course of a few hours at night and storing it as heat in a 'bank' of clay or ceramic bricks to use the following day. At a reduced rate E7. So yes I would use overnight to get heat released during the day.
Panel/Oil filled heaters if required I would leave on, overnight in a bedroom?
But I try and keep my electric usage low so personally would not use overnight. Not because of any safety concerns but cost.
Use a good continental quilt with tog rating of 13.5 or 15.

We have electric panel radiators.We also have cats. They can deal with low temperatures quite easily.0

Cats come with their own fur coats. I'm sure they can cope with slightly colder temperatures overnight.
If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -
