  • Basically you're committing tax fraud by avoiding being on the register and probably falsely claiming a discount on a property

    Where do you 'officially' live then? You might stay here and there  - but where do you stay the most? Wherever that is - that's where you should be on the electoral roll, and have all your accounts registered. 

    If all of your accounts are registered in the house you've mortgaged - that's where you've told everyone you are living. So that's where you should be on the electoral roll.

    You freely admit you 're not registered for council tax for 15 years, yet you use the facilities that the tax provides, you have kept off the electoral register for whatever reason.
