I suspect a big plume cloud indicates a condensing boiler that isn't condensing much.  If it was condensing properly, that water vapour would have condensed inside the heat exchanger and gone down the drain.
I suspect you are completely wrong.
    https://www.diynot.com/diy/threads/why-does-a-condensing-boiler-create-a-plume.464189/ explains why.

It's nice to see that people have come around to agree with me
  • It will be noisier for your neighbour and they're probably embarrassed about it.
Our boiler is brand new Bosch and extremely efficient. It is a little noisier than neighbours, but acoustics will play a part. The "exhaust" is onto a paved area and two brick walls and so there is little to absorb the noise.

It would probably be dangerous to put anything very close to it to try and block the noise. We're growing some climbing plants up one wall (not the one with the exhaust!) and at ground level. But if we tried to put a big fence up it would probably force all the gases up to the window of "child bedroom 2" which would also have it's downsides!

If there really is no tank above ground then it must be one of:
    1. Mains gas boiler
    2. LPG boiler with a buried tank
    3. A biomass boiler or similar
