Can anyone tell me why diffrent isp's have diffrent minimum guaranteed speed. When its to the same property. Mine is between 32 mbps to 39.2 mbps. All are more or less same price

Each ISP does their own calculations to determine their minimum guaranteed speed.
They usually have a panel of different customers where they will do regular speed tests, all at different distances from the exchange / different technologies and that will create a set of data results for them.
When they calculate your individual speed guarantee they will look at similar customers (eg distance from exchange) and the 10th percentile* of speed tests will be the minimum speed guarantee they offer.
* 10th percentile applies to non-fibre/non-cable only (xDSL). It must be 50% of advertised speed for full fibre / cable. Also includes a factor for peak time congestion.
