Does anyone know whether the Make Me A Winner/Bauer draw also uses a pre-call with a number of finalists (9), in the case of Capital Cash Call/Global Media recorded here: https://www.globalplayer.com/videos/2JsSdDwjcJv/ at 1:16 here the winner mentioned she was one of nine individuals on a call before the winner was picked?

What do you mean? It may be a way to make sure the draw is fair and to leave less of a chance of interference, a second manual roll of a dice or similar to determine the winner that is not based on a random number generator.
The calls don't sound like the winners have no idea they were winners. It's common knowledge it's a recorded version where the initial shock or surprise has already been processed, not a single person ever says a word that may not be safe for listeners of all ages.

The other version of MMAW were no answer no winner so no alternatives were required and a random computer selected winner from the millions of entries meets all the requirement of the law. (As the calls are recorded and edited as required there is no reason for anything inappropriate to be broadcast)

Seeing as this is radio competition, it is a bit surprising that never once when the call is answered do we ever hear a radio playing in the background.

When I won a Hits Radio cash prize in 2019, there were no other candidates, my phone rang, I answered, gave the correct prize amount and won just under £24,000. If you hunt on this site you may still find my comment and link to the transmitted (but edited, thank goodness!) call. Re. the comment that "never…do we ever hear a a radio playing in the background", at the time I was teaching a Microsoft class at University and we were in a 15 minute coffee break (which I scheduled for 3pm, just in case!)

I won £22,000 over five years ago it was when they were online competitions and not phone ones

when I have been speaking to radio presenters they ask you to turn your radio off as they get feedback/echo so maybe that's why ther is never a radio in the background

I get that, but when you answer the phone, you don't know it's the radio station calling you, so you would expect at least some of the time to initially hear a radio playing in the background.

Whether it meets the requirements of the law, is not the point I'm making. If you identify the law you mean, it will also be helpful for us to understand your point.
I am referring to Bauer or Bauer contractor staff rigging the game by identifying winners. It's not a far fetched concept, while the mechanisms were different, it happened to McDonalds:

It is also not beyond the realms of possibility in the UK, given the 2007 text message scandal, that some could be excluded or favoured:

Never mind the fact that there is confirmation from Bauer that phone-in entries are being silently eliminated. That means there is not effective third party auditing.
