Received Charge Certificate without PCN or Notice to Owner

Hi All,
Could really use some advise and help here please.
I have received a Charge Certificate from Royal Borough of Greenwich saying that I have committed a contravention (which I agree I did). I agree to the contravention but I have never received a PCN or Notice to Owner at all. The contravention was stopped on a restricted bus stop, which was committed on December 12th. The Charge Certificate said the PCN was "sent" to me on Christmas Day 25th December 2020 (I doubt they have sent it out as its Christmas day!), which I have never received.
This Charge Certificate has a date of notice on January 27 which I only received now.
Can anyone please kindly advise what are my options here please? I have never received the PCN or the Notice to Owner and the fine has now increased to 195 pounds! I can't appeak to the PCN anymore as I have passed the 28 days (Again I have never received the PCN or Notice to owner so could not have paid/appealed neither)
I have never missed a PCN payment before and always paid the fine within 14 days, should I have received the PCN back in December I would have paid for it immediately.
The charge notice said I could file a withness statement to say I have never received the PCN but does that mean I will need to go to court?
Any advise will be hugely appreciated,

As this is a council matter , post on pepipoo fightback forums using a non Hotmail email address and post in the relevant section after reading the posting rules , which usually requires pictures of both sides of any letters etc

Wait for the next letter, the Order for Recovery (OFR) then go straight to pepipoo and find out how to reset it to appeal stage because the postal ticket was never received.  I agree with you that the PCN can't have been sent on 25th December and it sounds a bit fishy to me for a 12th December bus stop contravention.  One wonders if no NTO was ever sent out...

Waiting is a bad idea
You need to go there now, read threads in the council forum so you knowwhat facts you must give people, then post a thread showing those facts all in one post. IT makes it SO much easier for people there.
