    Have I got this right?  You had an inheritance paid into your HSBC account which you then transferred to your new account presumably with a different bank?  HSBC or you either transferred it twice (how was it transferred?) leaving the account overdrawn so they then asked for it back from your new bank but because you (or HSBC?) closed the account it cannot be paid in so they will send you a cheque?

    This seems to be a monumental mess from start to finish and yes I would complain unless the erroneous transfer which took it overdrawn was your fault. They must be able to see the trail of transactions and I am not sure what a TSN number is but assume you can no longer gain access to the account online? Escalate the complaint and say it is unacceptable you have to wait 30 days for it to be returned.  Have you checked why your new bank returned it in the first place?  That does not seem correct either to do that without checking with you first if you were the one instigating the transfer.
    TSN = Telephone Security Number

    But where’s the money?? They’ve got it ? And i
    vant get overdrafts or loans ? So how can I be 25k overdrawn ????? ?????????
    As you have said they are sending you a cheque.
    The debit balance is to stop anyone taking funds out of the account. No other reason. It is standard banking procedure to stop funds from being removed.
    You will be able to cash the cheque in your other bank account with no (other than maybe, source of funds questions) issues.
    Time to check CIFAS as well for any markers.
