PCN for parking in a loading place during restricted hours without loading

Of course they wouldn't actually do that because then they wouldn't get any commission for the invoice.  They were probably there for most of the visit hiding behind a bush.

    How long would it reasonably take for someone to carry a bag of coal from there to a boat and back? Is it reasonable that you were observed at the car?

    They don't get commission.

    That depends.
    1. How far the boat is.
    2. How quickly I was walking.
    3. How long I spent at the boat. We know there was an element of "putting away" time involved.
    And also, as I mentioned before, we were unloading heavy bags of coal and gas canisters which we could not just “dump” on the boat.

    A parking enforcement person working for a private parking company who issue Parking charge notices (i.e. different to a "blue meanie" who issues Penalty charge notices) will very often be incentivised by bonus payments for the number of PCNs issued. :)

    Whilst I agree with you (I hate selfish people who park in loading bays when not loading, disabled bays when not disabled etc.) the OP clearly says they were unloading the whole time.

    OP - I think your problem is the amount of time it took you between trips.  Maybe if you appeal you can then prove (via reciepts of goods bought, where you live/work) that you were unloading.

    Really?!  It's what internet forums are all about - and I find this is one of the worst.  It's why I come here - to read all the argumentative, non-relevant comments.  Like AdrianC's "presumably unloading to a narrowboat"... like that's important!

    Regretfully, BusyBee, you will find that wherever you post problems like this there will be "professional" people (often lorry drivers) venting their spleen. They also often, as here, engage fingers on keyboard before engaging brain. They obviously suffer a great deal from the constant law breaking and inconsiderate motorists getting in the way of them earning a crust. Poor things..


    Yeah disgusting that lorry drivers who work up to 15hrs a day, up to 84hrs a week out in all weathers doing one of the top 10 most dangerous jobs in the country delivering every single thing you buy and consume should dare voice their opinion when someone decides to park their shed in a place designated for goods vehicles to unload, meaning they can't and they've then got to navigate a 18-44 tonne lorry around the city trying to find somewhere else burning up precious driving time to do it.
    They should know their place and keep their mouths shut and be grateful.

    Then there's the minor detail that 15hr/day, 84hr/week is WAY outside the maximum driving hours.
    • 9 hours in a day - this can be extended to 10 hours twice a week
    • 56 hours in a week
    • 90 hours in any 2 consecutive weeks
    And, yes, truck driving is one of the most dangerous jobs. 38 deaths in the UK in five years. Shows just how safe working actually is these days...
