PCN for parking in a loading place during restricted hours without loading

    The PCN states an observation time of 7 minutes. All in all were unloading longer than that.
    But that's AWAY from the vehicle for at least 7 minutes...

    I think you’ll find the shopping was being unloaded from the car from an earlier shopping trip. Also, if that specific loading bay was designated for commercial vehicles only, there would have been a sign making that clear. 

    From the evidence we have at the moment, the loading bay in question was for use by any vehicle.

    Before jumping to conclusions and implying I deliberately parked in a loading bay to go to the shops to do some shopping, please read my post properly. 
    I was NOT shopping while parked in the loading bay!

    I admitted I was carrying a few bags of shopping. Meaning I unloaded bags out of my car. Not meaning I parked, went shopping and put a few bags into my car. 

    I expected to receive advice in this forum.  But I did not expect to be attacked like this.

    Regretfully, BusyBee, you will find that wherever you post problems like this there will be "professional" people (often lorry drivers) venting their spleen. They also often, as here, engage fingers on keyboard before engaging brain. They obviously suffer a great deal from the constant law breaking and inconsiderate motorists getting in the way of them earning a crust. Poor things. I urge you not to despair. You will get good advice here, simply ignore the trolls. There is only one forum where trolling is not tolerated and that's Pepipoo. They have a firm rule - "If you can't help, don't post." And it is rigorously enforced.

    Put as much info and pictures in as possible initially

    They observed for 7 minutes. That should mean that the vehicle was unattended for 7 minutes, whilst they were watching. How could that be if you were unloading from your boot to a boat? Was the boat more than 3 1/2 minutes walk away?  Or were you putting stuff away rather than just dumping it on the boat?
    Unloading/loading have to be continual whilst stopped in the bay.

    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    That’s right, the boat is a bit further down the canal. And also, as I mentioned before, we were unloading heavy bags of coal and gas canisters which we could not just “dump” on the boat. We were not taking the micky by lighting the fire, having a cup of tea and lounging about before going back to the car.
