Is it possible for a relative to set up an account with the Cheap Energy Club, on behalf of their brother. He does not have broadband or the use of a computer or smartphone.

I did it for my MIL for some years.
Have you details of his annual consumption ? Does he read his own meters at the moment ?
If he's one those who have never swopped then he could well save quite a lot of money
Never pay on an estimated bill. Always read and understand your bill1 -
Just establish his annual consumption in kWh from actual meter readings, then bung the results into Citizens Advice and 'Which? Switch'. Check whether separate suppliers are cheaper than dual fuel.
