    It's not a fine , it's a parking charge notice , only council wardens or police can issue fines

    23 minutes can be a long time in a car park if the signs we not complied with , 5 minutes grace period is the minimum , no more than ten at a push

    You need to read the newbies, then complain to your  MP if you think that the ticket was improperly issue.  However, from what you have told us, (not a lot), you may be in for a fight.  
    You never know how far you can go until you go too far.

    You haven't said anything of use, your post suggests you may have chanced it for 23 minutes hoping you wouldn't get caught, but Parking Eye use anpr so you fluffed it.
    But who knows anything at the moment with that scant information, what we do know is Parking Eye most definitely love taking people to court.
