Does a sim card lock a phone?
That question shows my total ignorance of technology.
I bought an unlocked Doro phone - the basic non smart version and set up the cheapest giffgaff account. I only need the phone to enable my wife's Careline pager to contact me when I am out of the house. Multiple still unresolved long standing problems, allegedly caused by a faulty O2 mast so I want to swap to EE with 1p a Minute. Is my phone still unlocked so that I can make this swap?

No, it will still be unlocked.
Do you want to keep the number or does it not matter? All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.1 -
