    Buying a vehicle and paying insurance plus other costs simply to preserve NCB seems like a real false economy.

    Would that not count as motorcycle insurance rather than car insurance, and so be an entirely different policy hence a pointless exercise?

    (Can you transfer NCB from a car policy to a motorcycle policy, and back again later?)
    There are companies that will take m/bike ncb on a car policy. I did it with 7 years to insure a 2nd car.
    Not yet found the reverse though.

    For 2 year NCB it's unlikely to be worth it; you'll probably get a better discount for the extra 2+ years of driving experience.
    For 9 years NCB it may be worth buying a banger and leaving it SORN with a fire + theft only policy, but only if you were planning on getting another car within a year or so.

    Probably not even then, since 2yrs is about 35% NCB, and max tops out around 55%.

    Insure a vehicle.

    If the OP doesn't own a vehicle at present...
    The obvious answer would be buy one.
