That’s what worries me.  I want to report it but don’t want the neighbours to know it was me.  I’ve got to continue living next to them after all.
To be honest, whoever reports it, I think that they are going to assume that it was one of their neighbours on either side of their property.

    Why haven't you reported it???????
The neighbours won't know it's you unless YOU tell them.

If you were being assaulted in the street, you'd expect someone else to call the police wouldn't you?
If you were lying on the ground injured, you'd expect someone else to help wouldn't you?

Depends on how hefty any fines are - It could be that they have to sell in order to cover legal costs plus what ever they owe the builders..
Can you sell a property that has an "illegal" extension?
Yes, you can. but if the buyer's conveyancer is doing their job, then he will not let the purchase go ahead unless proof of PP is obtained, or an indemnity policy agreed.
In your situation, i would also be concerned about the fact that the neighbour has probably not obtained Building Regs approval either, nor have they served a Party Wall Notice on you, assuming that the foundation works were within 2m of your own property. If they're built a 2 storey extension in a rush and it's structurally compromised, that will also affect the adjoining properties, if this is a terrace.
Potentially, there are a whole host of problematic issues facing them when they come to sell the property. But people who will do this sort of thing aren't generally bothered about the implications: they tend to think that, because it's their property, then can do whatever they like with it.
No free lunch, and no free laptop ;)

True.  Well, I understand reporting breaches of planning permission is kept confidential, so I reported them this morning.  Every time I see it it annoys me that they think they can get away with it.

Who knows if anything will happen, but I've done what I can.
