Neighbours building without planning permission

Our neighbours have applied for planning but have started building before getting a decision. I'm pretty confident their application will be rejected (the neighbours the other side tried to do a similar extension a couple of years ago and it was rejected due to being a conservation area and the area being considered "over developed").
The parish council have today pubished the results of their meeting where they oppose the extension and are recommending the council reject. So, out of interest, what would happen? The extension is completely invisible except from our upstairs windows, so wonder if they'll just carry on anyway.

They could quite possibly be told to tear it down.

Someone who doesn't want the development would have to report the planning breech to the local council. If it's completely invisible, another possibility is that they'd get away with it.0

Report the situation to the council. Only they have to power to stop the work.

You have to own up to any reports, when you sell your property. Is this affecting you in some way? If not, just ignore it.

Is that really the case? I know you are asked about any disputes with neighbours but would reporting an illegal act really constitute a 'dispute'?0

What, you mean bricks-through-the-windows type of dispute or just taking the hump because their law-breaking has been found out? After all, there seems to be no dispute about their illegal action.0

You don't have to declare if you're reporting a planning breach. As they are confidential no one will know apart from the planning officer and the complainant.0

I thought LA's did (frequent?) flyovers taking images to check for extensions etc. for planning/council tax banding reasons.I'm writing a book on plagiarism. It wasn't my idea.0
