I have regularly transferred money from my UK HSBC bank account to Spanish bank accounts for several years with only a small cost levied by HSBC. Since 1st January 2021 the receiver has been charged €18 by their bank for receiving money from outside the EU. I thought the UK was still a member of SEPA

Have a look at the likes of TransferWise, the money would go into your spanish bank account from another spanish bank.

The UK in an non-EEA member of SEPA however with the transition period now ended there are changes to the rules and it also means EC 924/2009 Cross-border Payments Regulation no longer applies.

If you look online there are many saying they're now having problems with their EU bank either charging fees for receiving monies and/or not able to do UK to EU DDs etc.

They are - but i suspect in your T&C is the right to those fees.  It sounds like they're charging on the basis of international payments (presumably their usual fee for receiving swift payments) even though its SEPA and so not a hefty swift fee.  Therefore they're making a chunky profit.  If other banks aren't doing the same thing, then you'd have to change.
Across my company, salaries for the smaller offices are paid from the UK, and they've all started being charged - Spain and Austria are two where my colleagues have been hit.

We use https://www.currencyfair.com/ which charges a flat £/€3 fee whereas T/W charges a % IIRC
