Parking Eye & Royal Preston Hospital - Parking Fine

I have received a parking fine from Parking Eye dated 10/01/2021 due to staying for 57 minutes, being 27 minutes over the free time allowed. At the time I was picking up a patient after they had given birth and the pick-up parking area was filled with a skip so i wasnt able to park there outside the ward. Also i was incorectly under the impression that the parking meters were out of use due to the COVID-19 situation.

Advise on how to appeal would be helpful as i am currently struggeling. The date to pay the reduced fine is by 30/01/2021

    Get in touch with the Patient Advice and Liaison Service (PALS) at the hospital and ask that they help you get this cancelled. 

    On the reverse of the letter you have received from PE, is there a section headed 'The Protection of Freedoms Act 2012 (Schedule 4)'?

    As above , it's not a fine

    I doubt that the parking meters are not in use , council's maybe , hospitals ? I doubt it

    Read the newbies FAQ sticky thread near the top of the forum , template appeal and advice is in there

    Complain first to PALS , asap , get it cancelled by the trust , plan A !!

    Unfortunately there is a POFA section.

    Doesn't matter anyway because you know from the NEWBIES thread that complaining to PALS is Plan A (before any appeal).

  • I've had a response from PALS for royal Preston hospital. They have just send a copy of the Private Eye appeals process and that's it.

    get straight back on and tell them you want to escalate this ... and that you will now write to the hospital trust and your MP with their reply

    This is shocking and against the NHS Car Parking Principles.

    Meanwhile don't miss the deadline to appeal, this within 28 days of the PCN date of service.  DON'T use the template appeal in this case, attach proof of the fact the driver was picking up a patient after they had given birth and the pick-up parking area was filled with a skip so drivers at the maternity ward couldn't park nearer, so it took longer partly due to that and due to time is took to discharge the new mum & baby.  Also point out that to penalise a new Mum and baby where the delay was caused by issues that were within the control of the Hospital, breaches the NHS Car Parking Principles and you have madea  formal complaint to PALS and written to the CEO of the NHS Trust (Google them and do so).

    You will not be paying, you just have to show the evidence with your appeal and complaint till someone sees sense and cancels it.

    Issue solved. Was closed down by the PALS unit at Royal Preston Hospital.
