Mobile Internet access

I have a friend who is moving into rented accommodation, but doesn't know at the moment, for how long.  So he is looking at getting mobile broadband, what would be the best option?
Is unlimited data genuinely unlimited, or is it usually throttled at some point?
I have a Huawei 4G router I use in the caravan, but it is 4 numbers, the model number,  whereas I see Huawei routers with model numbers Bxxx, what is the difference?
Finally,  is a specific data SIM deal better, or will a phone deal, containing calls and texts with unlimited data, work in the router as well?

    Normally all "unlimited" is typically "unlimited within reason".  By the time you get to terabyte territory it may not be "within reason", but I don't think anybody's managed to burn through that much data yet, you would have to be online all day every day without sleep, food, bodily functions and whatever else to get even close to it.

    The model numbers just tend to correspond to a series of product, which is usually the manufacturer's way of telling them apart.  as a general rule the newer the better, but not the gospel truth - many examples of product over the years where newer isn't always better.

    Re: the SIM/phone deal - depends on the usage.  If you're going to make bucketloads of calls and text anybody and everybody, it may be better.  If you only use it in a blue moon, it's pointless paying for unlimited data, calls and texts if you just send two texts a month to check mum's okay.

    Thanks Neil, the SIM would be for only data use in the mifi unit, hence I'm wondering if it's better to get an all inclusive SIM, or a data only specific one.  Does the cost differ?

    I'm still confused between the E units with can vary in price, and the B units which are more expensive.
