I joined Bulb in February 2020 and was supplying meter readings on a monthly basis. I was in credit each month and everything was fine and normal.
below is a list of all meter readings since moving into the property.
Your list of meter reading only show consumer readings made on 20th Feb 20 and 5th Oct 20
It looks like that you moved into the property in early Feb 20 and that it may have been previously unoccupied for a while which may account for the estimated readings being so low between 11th Feb 20 and 15th Sept 20
The bill you provided for £1283 for usage between 15th Sept 20 and 15th Oct 20 is massively skewed by the previous low estimated readings, by my calculations the amount on the bill would represent about one third of your annual energy usage of approx. £3500
Yes your energy bills are very high but you do live in a 3 bedroom all electric detached house with young children which could account for the high usage.
The estimated annual usage shown on your last bill again is most probably under estimated and skewed by the previous estimated readings, my guess at your annual power usage would be about 23000 units.
You should now be due a bill for your last quarter usage, this bill may also be high, about £1100 as it’s for the coldest part of the year and the estimated readings used by your supplier will still not have caught up with your actual usage. You should really be sending your supplier accurate montly meter readings, your bills would then represent your actual energy usage, this won't reduce your bills but it might prevent any future shocks.

Certainly the IHD (Pipit 500) that came with my Secure Liberty 100 Electricity meter still usefully shows consumption figures, despite having been through 5 suppliers since it was fitted in 2014. Of course there is no financial data.0

When was the meter installed? Hopefully there is a sticker or label on it. That would let you quickly confirm how long the usage took to get to 29917 from zero. If that was new Oct/Nov 2018 then your usage this year is the same as the house used before Feb 2020.

I have noticed the water in the house has changed to extremely hot over the last few months. what would this indicate please?

It suggests the thermostat on the immersion heater is set too high or that the contacts have fused together. If there are two immersion heaters (one at the bottom, one halfway up) it's possible that one has been switched on that was not previously in use. Turn the thermostat(s) down and see what happens.Did you do all the tests that have been suggested, and if so what were the results?1
