Head of Highways at Havering easily found online, Google

havering council Exit strategy for Parking following the outbreak of Covid-19 in March 2020

PDF is at the bottom of the first Google result with contact info for the person in charge.

Contact details for the "CEO" are available on the council website so could be cc'd in and official complaints can be filed here:

Why are they driving over it, too impatient to wait for oncoming traffic?

From what I have seen delivery drivers find it impossible not to mount the pavement at every drop off.

To stop - it's a narrow road. I thought this was obvious.

Yep - but we do also have delivery drivers stopping over the grass... and sometimes getting stuck :|
I have a call scheduled with one of the councillors tomorrow, will see what they say.

    Reverse pschycology.
Inform the council of the broken pavers due to the vehicles driving over them. Specifiy that it is a trip hazzard to pedestrians and could cause a serious accident for which they would be liable.
This is quite true looking at those photos.
They are more likely to respond to that than 'unsightly' or 'spraying mud'
If you put white rocks there and someone trips over them, spikes themselves or their tyre  you are in deep doo doo.
Meanwhile Poundland have their packets of wildflower seeds in. At night go out and sprinkle them in.  You might as well have some  joy while waiting for repair. If they get as far as flowering people are less likely to drive over a flower bed.

I can rise and shine - just not at the same time!

Has anyone ever been prosecuted for this?
What! They couldn't see a big white rock.

Methinks you need a field trip to Romford

We have similar in Southend - pavements left uneven and huge verges that have been dug up and left an utter mess by cables being laid down. I have no problem with the upgrade to infrastructure, but I don't see why private contractors aren't made to leave the streets as they find them. The pavements in particular are an accident waiting to happen.I am dreading the weeks they show  up outside of my door :(

Can you park something in front of the grass? A traffic cone, perhaps?

We have the same problem round here. I keep thinking that caltrops would be the solution, but I don’t have the guts.
No reliance should be placed on the above! Absolutely none, do you hear?

Councils have a lot do deal with and this is hardly going to be a priority. You could apply to the council and offer to tarmac over it yourself. It would need to be to highway spec and using either the council's contractor or another approved and/or other qualified contractor.
