Umm, that link says they are - just six people max, inc the registrar and couple. That leaves three people, two witnesses are required - so five is the minimum possible.
They should only take place in exceptional circumstances - should is not must.

Weddings and civil partnership ceremonies must only take place with up to 6 people. Anyone working is not included. These should only take place in exceptional circumstances, for example, an urgent marriage where one of those getting married is seriously ill and not expected to recover, or is to undergo debilitating treatment or life-changing surgery.
Weddings and civil partnerships must only take place in COVID-19 secure venues or in public outdoor spaces unless in exceptional circumstances.

Well, they'd better get a move on - because the only way £59k SDLT fits £1m is if completion is before the end of March. Without the +3%, they'd be looking at £29k, so the headline SHOULD refer just to the additional £30k.

If they miss the end of March, then even without the +3%, their bill is going up to £44k. With the +3%, £74k...
It's almost as if the Telegraph know they're spouting complete codswallop, but just don't care...1 -
Blows my mind. You own a flat with dodgy cladding. Yours didnt catch fire and you aren’t dead, surely everything over and above tyst is a bonus (and no doubt thats why thry dont want to live there but happy yo charge someone else to0

Obvs, restricting to max 30 removes all the battles about whether Great Auntie Ethel (who nobody likes and hasn't been seen since the christening) should be invited, and where's the fun in that?3 -
