Was it a brand new car, factory order?
Was it a brand new car, stock?
    Was it a pre-reg car?

It is quite common for demonstration vehicles to have all the nice optional extras fitted.  It makes the car look more desirable and allows the options to be demonstrated.

I am quite surprised that any one buys a brand new car without researching models etc. first.  Maybe I am just old fashioned.
Was it a stock car, or factory order?
Did you achieve a keen price?
The good news is, a reverse camera can be added as an aftermarket accessory.
EDIT:  A reverse camera is an easy retrofit.  If the car you viewed had the full driver assistance pack, that is possibly not available other than as factory fit.
I am also surprised that someone willing to fork out around £20k doesn’t do their homework.  I would always check out the exact spec of the car I was buying and wouldnt ever rely on what a salesman says .

Looking on the Ford website, list price for the Puma ST-Line-X with no options or paint choices starts at £24,090 to £25,690.
An Online broker has the car at £21,218 to £22,594, again no options or paint choices.
If the OP achieved a good price against that benchmark, then it may be reasonable to just pay for an aftermarket reverse camera, probably available for £300 or less.

You can hardly blame the OP, we know that most useful things are massively expensive extras*, but all the youtube review videos and press articles have the top spec fully optioned out versions. As pretty much everyone seems to have a reversing camera, you could be forgiven for assuming a supposedly identical car would have one, and not get it in writing that yours would.

As to what can be done about it, I don't know. No doubt the salesman will vividly recall explaining about the £900 option pack, and the OP will swear he didn't, as they would never have considered buying a car without integrated reverse camera.
Do Ford do that "If you are not 100% happy, bring it back" idea, or is that only on used cars?
Checking with the Ford forums would be a good idea, as likely you can get just the camera, and connect it to the infotainment system yourself- but I wouldn't put it past Ford to make it so that a software update is required.

*Well, I do- I always check exactly what you get with poverty spec, as this is fine for me. When I bought the Suzuki, I only wanted two things above poverty, auto 'box  and heated door mirrors. Naturally, they are only available as part of the massively price hiked super dooper deluxe trim, along with alloy wheels, gangsta windows, painted doorhandles etc.....

I want to go back to The Olden Days, when every single thing that I can think of was better.....

Yes of course mines different to the op spec, just seeing who’d spot that first..
anyway, a few years ago I ordered a fiesta with reversing camera and sensors, when the car was delivered it didn’t have the sensors, in fairness to the dealer, he did offer to reorder the car, but I chose to accept it especially as they offered to fit sensors at no cost to me, however, he said that he didn’t think it would show the little picture of the car, ( which displays the position of the sensor and proximity to an object) , it didn’t, but as I felt it wasn’t important to me as I had a camera, I didn’t mind, ford reimbursed me the cost of the sensors and the dealer fitted aftermarket ones, which were ok,
