At the moment, Grosvenor are liable for this charge unless they transfer liability to someone else (you). This is the law, as defined in Schedule 4 of The Protection of Freedoms Act 2012. (The PoFA 2012).
To do this they must fill in the tear off portion on the Parking Charge Notice and send it to the parking company, naming you as the hirer/lessee. They can either use your home address or your work address, but it must be somewhere where you can be contacted by post.
If they do not do this, they will remain liable, not you. This is the law.
They only have a limited amount of time to do this otherwise they will remain liable.
For you (the hirer/lessee) to appeal, you need a notice to hirer in your name.
Your employer/fleet manager cannot name you as driver unless they were in the car park and saw what happened. This is the law.
Print off and show to your fleet manager what I have just written above.
It may be that you can fill it out and name yourself as hirer/lessee in the form you showed us, but you would have to be acting as an employee of, and with the authority of the company, not an individual.
If you decide to do this, it may still be rejected by the parking company because the person doing the naming will be the same as the hirer/lessee.
This is not your job. It is your employer's job to comply with a law that has been around for over eight years.
