No, that's not right.
In order for the Registered Keeper, i.e. the hire company, to transfer liability to the day to day keeper, i.e. you, the hire company just needs to follow the instructions on the Notice to Keeper they received.
It really is simple - usually just a tearoff slip they need to return.2 -
That's three or four of us who have now said that Grosvenor need to use the tear-off slip to pass liability to you. You need to go back to them (via your fleet manager maybe) and get them to do their job properly.2

If you can appeal " on behalf of", appeal " on behalf of" naming you as the hirer.2

As above , ideally Grosvenor do it , because until they do , it's their legal liability , same as their electricity bill in their name is not your liability to pay or dispute in your name or their nane , people need to realise that an invoice in their own name is their responsibility. If they want to transfer liability they should follow the law , because the law is the law

Grosvenor don't want to be liable do they? Stupid idea, what they have done is remained liable in law!
So they transfer liability by giving your correctly spelt name and POSTAL address as hirer and have done with it. Then - once you get your own NTH - it is all yours to play with, by appealing as the hirer.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You are doing a good job so far , it's not easy to get your head around , but if somebody else fails to do their job properly by following English laws , then ideally you inform them to do it properly first , then we can tell you how to do your job properly later on
You would not pay their gas bill or their car service bill , if it has their name on the bill , they are responsible for that bill until they legally pass on the responsibility , by following an 8 year old law to name you as hirer by using the tear off slip on the invoice , not a difficult task
