Affinity water - Water meter

Hi all,
This morning to my shock I noticed a water meter being installed outside the house. I phoned Affinity water for further explanation, apparently they sent some correspondence in Nov 2020 explaining this would happen. But I stated I hadn't received anything can this be resent. The lady said they aren't able to.
Was hoping if anyone could help explain what my rights are towards this? As she said it is legally binding?

Yes it is legally binding as you are in an area 'The Secretary of State for the Environment has designated as being under serious water stress'; albeit you should have been notified.
