PCN late arrival

Im hoping someone will be able to answer me with this one, as the companies can't.
In a nutshell, I had a ticket in Exeter Services for overstaying the 2 hrs by 40 mins.. It was a courtesy car as mine was being worked on. The original PCN went to the garage who own the car and eventually got to me nearly a year later... Not allowed to appeal, not allowed to pay the initial charge of £60 and have a final notice from debt collectors for £170... 
I've tried to explain that this is all brand new news to me and I'm willing to pay the £60 to put it to bed, if needed...
This has been refused.

Any suggestions would be greatly appreciated.

    Name the Parking company ??

    Did the PPC send a notice to hirer in your name ?

    Have you revealed who was driving to the parking company ?

    If it's ParkingEye they will allow you to appeal of you email them and DO NOT SAY WHO WAS FLIPPING WELL DRIVING!

    If it's Group Nexus - CP Plus at MOTO - probably no appeal will be looked at,  Horrible monster of a company IMHO (actually P/Eye are a dangerous ANPR monster of a firm too, but at least they let people appeal).  But you know from the NEWBIES thread that they (CP Plus) can't hold a keeper liable anyway, so what is the problem?

    You know (OR SHOULD KNOW)  from a thorough reading of the NEWBIES thread that no-one pays these and debt letters are nothing to worry about, and we win in court. 

    Yet you've gone and phoned up the scam debt collectors, haven't you?  Why do people do this...now they think you are a mug and will phone you until you cave in.  But you won't because you have at least come here now!  Better late than never.

    Im a Medic on shift so not having much time to read through. Will have a thorough read this evening.
    It's CP Plus (Moto), correct.
    The hirer passed on my details as the only legal driver of the car on that day (bar the hirer) that is.
    My worry is Balliffs and my credit score being effected as I'm buying a house this year.
    Will have a good read of the thread later..

    But that can't happen unless you ignore a court claim, which you won't.  We defend them and win.

    Even those few people who lose, risk no CCJ and almost always see the fake £60 kicked out by clued-up Judges.

    If so , did you get a notice to hirer in your own name ?

    If yes , have you told c p plus who was driving ?

    Why have you not followed plan A ? Complaining to Moto ?

    Why wasn't it appealed and taken to Popla ?

    If you lost in court and pay up promptly , within one month , there will be no CCJ and no Bailiffs either , paying up promptly , asap , means no credit rating issues , over and done with , no Penalty , no risk , unfounded irrational fears by someone who doesn't understand how it happens (ignoring a court judgment is always foolish)

    It's like a patient with a stubbed toe or panic attack telling you they are going to die , you know better due to your research and knowledge.

    Yes they passed my name and address to CP Plus and informed them that i was the only person to drive it that day.. 
    I did inform CP that I was driving and also informed them that there were medical mitigating circumstances but because their Notice came late (I assume COVID post issues) they refused to let me appeal.
    Ive written to moto HQ explaining the issue and waiting on a reply.
    Also wrote to Cp plus to inform them that I won't fall for bully tactics and am willing to go court to defend myself..

    The hire company had no idea who was driving and c p plus  will have had no idea either , plus will have failed POFA too , they all do

    But you were foolish in admitting that you were driving so lost the best legal argument that you had under POFA

    Report c p plus to the BPA for not allowing the driver to appeal to Popla by refusing to give a popla code

    Your best option is plan A now

    The hire firm didn't say who was driving, they named you as lessee.  It's not the same thing.  But you've thrown that point away now so it's irrelevant.

    The date on the notice was not the date it arrived through my door.. It got to me weeks after the date noted on the notice and had exceeded my appeals time frame.. 
    I tried to get around this by appealing through the Moto 'parking' section on their website buy they forwarded it onto CP Plus' appeals team, who instantly refused it as I hadnt appealed with 14 day (I genuinely couldnt due to it arriving late).
    Thanks for the advice, I really do appreciate it as I have literally  never dealt with a parking notice before... Its all new, so mistakes have been made, unfortunately  :/
