    If you look around there are plenty of websites selling stuff they shouldn't (like knock off goods, even big ones like Wish have some very questionable listings for branded stuff at very low prices), 100% compliance would require 100% authority, as with most things likelihood is it will be balanced so the majority comply. 
    Well I've been sending dozens or more parcels to USA each month and probably about half that to Australia for years and never known that anything needed to be done for their tax... declaration form just filled in and stuck to the packet/given to the courier.

    In a global economy it is crazy to think that a merchant is going to keep up to date with the tax position in all 195 countries in the world or register and do tax returns with each... I'd never heard of any country expecting merchants to do so.
  • There's requirements to register for taxes in France and VAT in Germany if your sales to those countries exceed a certain level. Austria is the latest and I'm sure I read something about Sweden as well.

    Amazon are on top of this, plenty of threads on their seller forums about it, additional rules as well if you keep stock in other countries.

    As with all things not knowing won't be a defence.

    For Australia when you sell on eBay there is a code in the address to show the duty has been collected, it appears to be a number for eBay rather than unique for each order. If you aren't selling via an avenue that collects the tax either your buyers in Australia are paying 10% as the parcel enters the country or the system is designed to ignore small imports due to the cost of collecting (I only know the basics so can only speculate).
