    Does she have to activate the card first by calling or using it in an ATM? The card and leaflet / letter when it's received will say.

    The retailer may not be able to give a reason.
    Their terminal may just say 'Signature Required'

    Sounds like someone in Halifax or Bank of Scotland thinks your daughter has a disability or picked a wrong dropdown. They will have various options online, offline, non-contactless, signature etc when ordering.
    Sounds like the wrong card type has been ordered on the account and the system will just order a like for like replacement when replaced unless instructed otherwise. 

    She will really need to get someone in the bank that knows what they are doing.

    When I worked in a Halifax branch (about ten years ago) when you went to reissue a card on the computer there’s a list of types, and chip&sign was right next to chip&pin.  It wasn’t unheard of for a colleague to accidentally click the wrong option resulting in a situation like the Op has described.
