Public Sector worker- it would open the floodgates

That's why schools and nurseries are open and available for Public Sector workers

It is very unlikely that they will be allowed to take time off for childcare, not be available for work and receive pay

Granted, there are a few details missing from the picture

You CAN be furloughed for caring responsibilities - not will or should be.
It is still up to the employer.

Indeed but that would open up a massive flood gate - we would be 30%+ staff short if that was applied at our workplace with no chance/possibility of replacements

we still haven't been told whether this is because they are not eligible for a school/nursery place as a key worker OR if it's just a disinclination to send said child

OP can you not rearrange shifts etc with a partner or form a childcare bubble ?

    Your realistic options are:

    1) change your working hours
    2) form a bubble for childcare
    3) annual leave (share with partner)
    4) unpaid leave (share with partner)

You could always consider unpaid parental leave - Unpaid parental leave: Entitlement - GOV.UK (www.gov.uk)
    #2 Saving for Christmas 2024 - £1 a day challenge. £325 of £366

Who is making the request for reduced hours?  The employee or the employer.
Why is the request being made?
Employee, to help have more hours dedicated to child care and schooling.
All annual leave has been used to cover reduction in hours but it only covers three weeks.
What did you do in March/April when schools were shut?

AIUI, if someone is eligible for furlough, the employer can agree to do this for childcare reasons. If the employee is not eligible for furlough because their job is publicly funded, as in the OP's case, then they cannot be furloughed for any reason.
    It's not difficult!

So OP wants to work less, but get paid the same number of hours, if they're successful, please share.
