TalkTalk Broadband extra charges.

Can someone clarify for me please.
My broadband service with talktalk started on 24th December. I called my old provider today to confirm final bill and any cash back.
Old provider stated that they had not been informed by talktalk had taken over contract and I was liable for costs up until today.
I called talktalk and they stated that I should have contacted old provider on last day and I'm liable for extra costs.
Thank you.

Old provider(Shell) put prices up so we could leave mid contact penalty free.JJ_Egan said:Yes if old provider was Virgin media , you cancel .No if other ISP as its gaining provider who does all the work .Where you out of contract with old provider ??
Can you point me to legislation that confirms new provider does all the work?0 -

Thanks all.
I found the below on the OFCOM website. Talktalk have kindly refunded me the difference.One-stop switch
If your current broadband service runs on the Openreach phone network, and you’re switching to another provider that also uses this network, you can follow a ‘one-stop’ switching process. (Companies that use the Openreach network include BT, EE, Sky, TalkTalk and Vodafone.)
Under this process, you don’t need to contact your current provider at all. Instead, your new provider can arrange the transfer for you.
