Started to look for a cheaper provider, offer found, deal ends 28/01/2021
Question: Can I sign up now to start 03/02/2021 when current ends?

You can sign up whenever you like, but early exit fees will apply up until the 3rd of February.  However by this point of three weeks you're probably not going at masses of money in fees than you would if you had 17 months to go for example.

As a general rule you can't decide when the service starts.  It'll just generally be on average 17-20 days after you sign up (cooling off periods and all).

Check with your existing ISP, some of them have a grace period where you can transfer out before the end of the contract.  I found this out only by chatting to a support guy.  He said I wouldn't be charged in practice within 10 days of the contract ending.  There was nothing about this in the contract.  Also, just because you put down a certain date, doesn't mean they won't be late.  There always seem to be 1 or 2 days of delay when I switch, but perhaps I'm just unlucky.
