LPG UNDERGROUND TANK INSTALLATION COSTS

Good morning, we currently have an overground LPG tank (2000kg) and i would like to replace it with an underground tank of the same size. Flogas gave me a quote of 2400£+Vat. However, the quote include 1700£ for the tank and 700 pound for installation. I do not understand why i should pay for the tank itself since they will own it. I would like to know what people think of this quote and how it compares to other people experience. I am trying to get other provider quotes but it is not straightforward...
