Morning all, after following the advice on this forum, the ECP parking ticket above was appealed using the exact words in the blue template.
ECP came back with an email that documented PDT payments and partial VRN's as requested. Upon looking at the payments made at the machines, they stopped just before 8am, and then resumed at 3pm - in other words, no payments were taken at the machines between 8am and 3pm, despite it being a busy car park in the town centre. This stands up to the driver's account that they attempted to pay, but couldn't due to the machines not working.
Should this information (ECP's own proof that the machines were not accepting payment) now be going to POPLA?

They are proving themselves that the machines were not working between 8am - 3pm
7 hours of not working means 100's of customers are probably in the same position as you.
Apart from POPLA, were you in a car park covering many stores or a single store.
Either a complaint to the store and landowner is in order.
It is unknown how many people have had this problem and have paid £100 or £60.
Take this to your local media with the question how many people have paid
Such exposure has in the past resulted in refunds
With POPLA, you must be very explicit as they are not the most intelligent service

You need ot point out, on the balance of probabilities, the machine was broken. Busy town centre yet no parking or noonoe paying for parking at a working machine for 7 hours? Thats highly unlikely.4 -
Thanks for your help. Will I need to quote POFA when contacting POPLA? I can’t see anywhere that pertains to the malfunction of payment machines preventing the driver from making payment.1

Pofa is about keeper liability , nothing to do with pdt machines
