    I have answered all the questions asked! So in 25 days I'll appeal it. Should I put keeper or driver when asked ? Its a work van that is leased, I think from enterprise they lease from. Any more info needed ? He ain't even taken a picture of it so how is there any proof that the van was there in the first place ?
    You choose 'hirer/lessee' if it asks for that.

    Neither , you are hirer if there is a hire document or lessee if there is a lease document , so not driver and not keeper either

    If you read what I said above I said as hirer or lessee !!! , In your case , it's as lessee

    It would be extremely foolish to tell the parking company who was driving !
    Ok but it doesn't say hirer only driver and keeper.

    Then choose Keeper as day to day keeper , adapting one of the hirer templates by Edna basher and ensuring that it says that you are lessee keeper within the appeal, less than 5 minutes work to adapt one of them ( not the blue text one which is for registered keepers , which you are not )
