Trouble with NPower

I have an ongoing issue with NPower. The case was sent to the ombudsman and they agreed that although I have an outstanding bill with Npower (very high as built up in out of contract rates) I am able to leave as I had paid up to the contract end date. Still with a bill to pay but not needing to be with NPower anymore. npower rejected the decision and the ombudsman escalated the query and then repeated that process. Each time I receive a letter saying I am free to leave. And tonight I have heard from them again that in this escalation the decision was found in favour of NPower and if I can’t pay the bill off in full (I can’t, it’s £3000 and I will need a payment plan for that) I have to stay with them. 

How can this be fair? Who do I go to now? Can anyone help me please? I desperately don’t want to be with them anymore.
