Anybody else having problems with the clowns over at Eon?

    This is the fundamental problem in your approach, you can't 'read the gas' for a particular radiator.
    You are always looking at the gas consumed by the boiler while it is running and that will always be influenced by the temperature of the water it is heating, the temperature of the house and yes, by the number of radiators dissipating the heat as well as the hot water tank if you have that circuit open as well.
    It isn't a simple relationship of a radiator be on or off and a fixed expectation of specific consumption.
    Nothing you have said so far suggest you have a faulty meter, but E.ON will be happy to fit smart meters anyway...
    They will need to fit both electric and gas though if the gas meter is to work in smart mode.

    Eon would not have any skills or expertise regarding radiators, they are only there to get the gas/electricity to your home and to bill you for however much you use.
