    Every financial institution that performs hard searches has the ability to remove them again. Generally the policy is that once made, they stay, as it's an accurate record of activity. However there may be limited circumstances, either by correcting an error, or a gesture of goodwill, they might very well remove them. Hence it is very possible that person X can get one removed and person Y can't.
