To answer your original question my current Mini agreement and previous Audi agreement make no mention of whether I, as the agreement holder, need to hold a licence or not. Are you getting the negative dealer feedback because of the way you're asking the question ?1 -

How can people research the individual company if they don't know what it is?

I've worked in the past with people with disabilities who owned cars and didn't drive. It was relatively common for people with personal carers. What has happened to all of them with the new rules?
I've also known a couple who were buying a car for her, with him paying it and the finance company insisted the v5 and finance was in his name.
It isn't clear why you are falling foul of this demand, but I'm can't believe there isn't a way round it.0 -
