Whether it is "advisory" not to do it or "mandatory" not to do it - just don't do it. People thinking they are special, clever and those looking to circumnavigate the guidance (or law) just to suit their own selfish needs or desires are half the current problem with the growing transmission.5 -

            Birmingham is in Tier 3. Government advice is “People are advised not to travel to and from tier three areas”, so assume your trip was fairly important and essential rather than just using up part of a previously booked flight reservation.0
