Wow, this is almost unique (albeit I have heard of another one or two like it). You must do a counterclaim! YOU MUST...PLEASE! You need compensation for this harassment and abuse of your data.

Do you know who was driving or owns the car?
Could you show us the 'poorly worded email' exchange please? Don't be shy, we want to work out why they think you were driving, when you can't drive.
Also, how did the PPC get your name and address, from that email exchange? Please show us how this came about.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

No, it is not almost unique, nothing can be almost unique, you cannot quantify uniqueness! Having said that, how did the PPC get your address as the registered keeper of a vehicle that you do not own and cannot drive due to lack of knowledge/licence?0
