    Here is a link to the Welsh regulations, as amended with effect from Sunday 20 December 2020: https://www.legislation.gov.uk/wsi/2020/1609/made  when all of Wales was put into Alert Level 4.  The Alert Level 4 provisions are in Schedule 4.

    Leaving home and house moves

    A key is a general prohibition on leaving home in Alert Level 4 areas in Schedule 4 paragraph 1:  "1.—(1) No person may, without a reasonable excuse, leave the place where they are living or remain away from that place."

    Paragraph 1(3) sets out examples of purposes for which there may be a reasonable excuse. These include examples (g) (i) and (j), where it is reasonably necessary to leave home for the purposes of:

    (g) moving home;

    (i) viewing a property in connection with the purchase, sale, letting or rental of the property;

    (j) undertaking activities in connection with the purchase, sale, letting or rental of residential property;

    Restrictions on gatherings

    There are restrictions on "gatherings" in Alert Level 4 areas without a reasonable excuse in paragraph 2 of Schedule 4.  Paragraph 2(3) gives some examples of purposes for which it may be reasonably necessary for a person to participate in a gathering including:

    (f) moving home;

    (g) viewing a property in connection with the purchase, sale, letting or rental of the property;

    (h) undertaking activities in connection with the purchase, sale, letting or rental of residential property;

    Restrictions on travel

    Paragraph 6 of Schedule 4 prohibits travel to an Alert Level 4 area without a reasonable excuse.

    Paragraph 6(3) gives examples of purposes for which it may be reasonably necessary for a person to enter the area, including those at (g) and (h):

    (g) viewing a property in connection with the purchase, sale, letting or rental of the property;

    (h) moving home;

    Closure of business premises to the public

    Paragraph 10 requires the businesses listed in paragraphs 21 to 48 to close their premises to the public (though there is no requirement to cease their business).  

    48.  Estate or letting agents, developer sales offices and show homes.

    We strongly advise that virtual viewings are used wherever possible, but viewings of properties can take place during alert level 4, however household mixing must be avoided during viewing. For more information please see our guidance on moving home during coronavirus. High street estate agencies are required to close to the public.

    So they don't really want you to view in person currently, but legally you can do if you want to.

    That just means you can't walk into their high street shops, not that they can't otherwise continue their business.

    We're moving (temporarily) to Wales on 7th or 8th Jan. What area are you hoping to move to?

    hi badger. i have been looking at gwynedd/snowdonia and had decided o this a year ago but since covid it seems half the world is also looking up there and properties have sold within 48 hours of going on the market! i now have a couple of places short listed in montgomeryshire and a couple in pembrokeshire . what about you?

    We'll be in Wrexham, Denbighshire. But its only temporary. Hoping to move back into Shropshire, having now given up on my long held ambition to move nearer the coast  :'(  
  • aww badger dont give up on a dream, not ever, if it isnt happening now its for a reason. i cannot tell you what setbacks i have had over the last ..wow ..lots of years of bad luck if im honest. but im hopeful this is the year it will happen. shropshire is mostly lovely though. its actually another option for me. im in worcestershire now.

    The next review of the Tier system is due tomorrow (Wednesday 30 December).  It is possible that more areas will enter Tier 4.

    We are expecting announcement on the reviews of the Tiers today in the House of Commons by Matt Hancock from 3pm.

    Matt Hancock has just announced in Parliament that further areas will go into Tier 4 with effect from tomorrow.  The areas are to be detailed on .go.uk.  He says that three quarters of the population of England will be in a Tier 4 area from tomorrow.
