The IPC have no worthwhile appeals service but they say they do. The IAS is considered by right-thinking PCN fighters to be (how shall I says this, using the Parking Prankster's word maybe) 'bent'. MPs had worse to say about it, during the (Hansard records of) debates in 2018 prior to the new 'Knight Act'.
But if you are saying that you are disabled and were checking the tariff board and it took you a little longer to get in and out of the car to read the terms then leave, let's put the IAS to that test. That means appealing to UKPS first with proof of your medical condition (Blue Badge too if you have one) and stating that you needed a reasonable adjustment of any minimum consideration period to read the signs and having found that BB Holders are not exempt, you left within 5 minutes and did not accept any contract.
Then let's give IAS a run, for the LOLs and to test them about 'reasonable adjustments'. I am saying this more often right now because the APAs are clearly feeling under pressure that both their appeals services are about to be replaced by a statutory single appeals service next year (a proper one) and the industry don't seem to like the new Knight Act and draft Code of Practice. So, I tend to think pushing cases to the IAS is worth a go as long as no-one uses the £15 paid-for version (EVER) an das long as appellants realise they have to include shedloads of evidence, not a template appeal.

Thank you for all this information. It is exactly as you explained it. It would be obvious if they also took a photo of me leaving the car park that I had no intention of staying. I shall do my appeal online tomorrow (so stressed)

Was the photo taken by a person or a camera? If this was a camera they will have more than one picture.
Can you look at the photos online by logging in and pretending you want to pay (obviously not paying)?
Do your appeal in your own words, not using the template, but based on what I said about the Equality Act and your right to a reasonable adjustment to read the signs and return to the car and leave. Hi Coupon -madI have just looked at the photos online. I am gobsmacked!! It shows entry at 15.48.58 sec and the last capture photo 15.53.56 secs. Just less than 5 mins as I thought In between there are local photos with different dates and the penalty notice says 4 days. Aaghhhh!!0

Apologies for using wrong terminology. It is a Parking charge notice. I really can't understand why it has (local photos) taken with different times on when I wasn't there but the 1st captured photo & last one gives the correct times. Why on the parking charge notice would it also say 4 days parking? To note The occupier of the vehicle is a blue badge holder & did park in a disabled bay.0 -

It is the same date. It's the photos in-between that says different dates and times.
Surely this is fraudulent as the vehicle was in a different county!
