My 90 year old mother who lives alone feels comforted by a daily text to family costing 20 pence a time. This is to rise to a minimum of £1 per text from 12th January.

You do have the option of shifting to another provider
They aren't actually targetting the vulnerable - I guess you've been to the Daily Mail headline writing collegeNever under estimate the power of stupid people in large numbers8 -
PAYG isn't always the best option. Switch her to a sim only deal which would cost a lot less a month than topping up.
They are not ripping off the vulnerable.

They are not ripping off the vulnerable.Agreed, get her a Lebara SIM, £5 plan, 60p month less than her current use & uses Voda networkYou'll only need to sort out PAC for her number, then I think she will get another tenner credit for transferring number

Or if she doesn't want the hassle of changing her number, she could have a vodafone £6 a month tariff with unlimited calls and texts, which costs the same as 20p a day over the month but allows her to send as many texts or make as many calls as she likes.
SIM only made simple with Vodafone Basics
All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.2 -
If the "break-even" point is £6 (= 20p/day X 30) then as stated above, there are several 30-day rolling plans with unlimited calls & texts for £5 or £6 so the lady in question could call and text as much as she likes, not limiting herself to the one text per day. However, another alternative is look for a cheaper PAYG where texts are less than 20p -- eg 1pmobile (1p/text), Asda Mobile (4p/text), Giff Gaff (10p/text), etc.to name but a few. 20p is definitely at the higher end of PAYG text rates.0

Lebara actually offer a cheap base package with 200 mins and unlimited UK texts for £3.99
They use Vodafone and will give her £10 credit for bringing her number.1
