The 'Customer' in this case is the customer of the DVLA - i.e. the parking company.
The seven months mentioned in an earlier post is because the parking companies' trade associations allow their members an extra month to notify the motorist.
But I suspect what you are really wanting to know is something completely different.
There are much much shorter timelines, as little as 14 days in some cases, if the PPC wants to try and pin the blame on the keeper of the vehicle rather than the driver.
