Pet owners hoping to take their pooch, cat or ferret to the European Union (EU) or Northern Ireland after the Brexit transition period ends on 31 December won't be able to use a pet passport as they can currently. But after months of uncertainty, the Government's now said you will be able to travel with your pet so long as you get a new animal health certificate and meet certain other requirements.

Or is it just a poorly written article.

Those writing the article have just lumped EU and NI together as the new rules apply to both now that there is Northern Ireland Protocol which means NI follows EU rules.2

and there was I thinking that if I went from Scotland to NI and crossed a non existant land border to ROI I wouldn't need any paperwork for dogs!
I was hoping that there would be some kind of special agreement, as there used to be, for moving pets between all parts of the 'geographical' islands of Britain ie UK, ROI & Channel Isles which needed no paperwork.
I can see big expenses here because the pet passport was £30 until the pages (for worming in my case) were filled, so 2 or 3 years per dog. Since I usually travel 3 or4 times a year with 2 dogs I suspect that will come to a chunk more money

I can see I will be bargaining with my vet!! since I assume once the form has been filled in once- it will be almost a straightforward copy for subsequent trips.
