What is your source of people being "fined and sent home"? I have not travelled during the pandemic but assume that If someone does not have a test within the timescales the airline should not allow them to board their flight (like turning up at the airport without your passport) they would get refused travel. It would be interesting to know who is fining people.
Travelers must complete an health control form (HCF) 48 hours before arrival at https://www.spth.gob.es/. A QR code generated from the completed form must be presented upon arrival. Travelers will also undergo a temperature check and visual health assessment. Travelers arriving high risk areas must provide a negative PCR test carried out within 72 hours prior to arrival in Spain. In the event of not having done the PCR test, travellers will be liable to a fine and a test being carried out at the airport upon arrival.
Tourists and travellers who arrive in Spain without a negative PCR test result may be sanctioned with fines of up to 6,000 euros, in addition to having to undergo a rapid test as a measure to guarantee safe mobility, according to the Minister of Foreign Affairs, Arancha González.

There is a Facebook group called ‘covid 19 travel test help and advice’. From BBC News (updated 2 minutes ago):
More than 40 countries have banned UK arrivals because of concerns about the spread of a new variant of coronavirus.
Flights from the UK are being suspended to countries across the world including Spain, India and Hong Kong.
Doesn't say when it takes effect from.
GOV.UK doesn't reflect this at the moment.
