Does Ryanair charge twice for luggage on one-stop trips?

A rather theoretical question these days. If someone books a flight with Ryanair from airport XXX to airport ZZZ with a stop in airport YYY (so XXX --> YYY, then YYY --> ZZZ) will Ryanair charge for extra luggage twice (so per journey leg) or once (so, per journey)?

Yes.
If you check their website, they say that they do not sell connecting flights. So in the example you give the passenger would have bought two entirely separate tickets: X to Y and then Y to Z. If the first flight arrives late so the connection is missed, Ryanair will not help. And naturally there will be two separate fees for luggage (and for seat selection, boarding passes and anything else).

If you are creating a self connection by booking two separate flights, consider that if the first flight is cancelled, or delayed long enough that you miss the second flights, you have no recourse against the airline.
Ryanair did start selling proper connecting flights as a trial, only at Rome Fiumicino. I think they are still doing it for certain routes. Found this help section Connecting Flights (ryanair.com) If you book a connecting flight (same booking reference) then they will protect the connection in the event of delay/cancellation. They charge baggage per sector.0 -
