Can you withhold payment to renew service contract that has not been completed in the calendar year

I'm struggling to understand exactly what you're asking here.  Are you saying you've got a service plan and the renewal fee is £30 more than it was last year?  In which case, you're at liberty to simply not renew it, unless you've agreed to enter into a longer-term contract than 1 year.  If that's the case, then you need to read the small-print of the contract, especially in regards to any price rises that may be stipulated within it.  It's a bit like the mobile phone contracts which state up front that the price will increase by x amount each year, and you're tied into a 2-year contract - in that sort of situation then you'll have little comeback, as you signed up for the contract knowing that the price increase would happen.

I think OP is upset that they have provided cover, but not serviced the Oil or LPG boiler?

OP if unhappy go somewhere else or self fund?

But if you don't want to renew the policy, don't renew the policy.
