Neighbour blocking my driveway with dropped kerb

Hi Everyone
I am new here and very anxious so please go easy on me! I am nearly 50 with advanced cancer and a blue badge holder and very bad mental health due to my diagnosis. I am a social housing tenant in a property that is too small as only has one bedroom so will be moving into a house owner by my father, he is in self funded nursing care and the local authority are aware of my move which is going to be over a 3 month period due to my poor health. The property that I am moving to was adapted by my father and has a driveway and garage, which is great as I have a lot of medical supplies as does my partner who is on dialysis. As I am moving slowly I spend some time at the new house getting it ready at varying times when I feel well enough unfortunately I’m struggling as the neighbours have 5 cars and park one completely blocking the driveway which has a dropped kerb. I do have a blue badge as have bad swelling to my legs and when they are parked across the driveway I’m unable to go into the property as the rest of the street is already full. I have tried to ask them nicely if they could please not block it twice but they just shrugged at me. I didn’t want to disclose my illness but it’s really causing me some upset and is delaying me moving as can’t take my things in unless I’m parked next to the door. Does anyone know what my rights are please with them parking over the dropped kerb? The property is in Warrington. It’s such a shame as this move would help me so much and free up a lovely home for someone else in need and it’s just making me fear moving if I can’t park. It would also help me so much financially as we pay our own full rent and I only receive PIP and a small amount of money from little items we make and sell which are also stuck in the garage so it’s impacting on my income too. Would be grateful of any honest advice or opinions if you think I am unreasonable. I’m extremely nervous and don’t want trouble and it’s playing on my mind. put some paragraphs in please if you want us to read the above text , on small devices or laptopswhat did ther council and the C.A.B. say ?what did the police say when you reported the driveway being blocked ?3

You might be better posting in the "In my Home (includes DIY)" forum as they tend to look at stuff like dropped kerbs, councils and planning apps etc., whereas this is a parking ticket forum for people who have received PCNs.4

I'd start by calling the council to see if they have any enforcement officers they can send round. If that doesn't work, phone 101, report to the police and do the same each time it happens. Your neighbour is an !!!!!!.

AIUI, the rules about parking over dropped kerbs are rather unusual in that if someone parks over the dropped kerb while you are parked there, then that is causing an obstruction and can be a Police matter. However, if they park over the dropped kerb while there is nothing there to be blocked in, then it is permitted to park over the dropped kerb. How that works if the car is "inside" the dropped kerb, so could be blocked in, but in the garage so not visible I do not know.
Irrespective of the rules about dropped kerbs, if you can find a way to engage with the neighbours so that the co-operate that will be far better than any solution involving the Police / Council.
Is there any possibility of the Council agreeing to a disabled parking bay? Or yellow lines across the dropped kerb?4 -
It would be obstruction of the footway and the police can be involved for that, and same for obstruction of the highway. If you mention your BB needs to them even more likely to get help.3
